What has been allowed to happen to this person has not been Wise.

Well honestly, I am not very amused.

CHADD is not a playground and I would hope that if we had any elections it might be in a more productive vein. Even if you are ostensibly teasing, Geoffrey, I do not appreciate the "dust-disturbing" approach you are suggesting.

When someone shows serious leadership ability and a willingness to take CHADD's mission to heart, I would be very pleased to mentor that person into taking over my responsibilities (Believe me!). In the meantime, there is very little chance that I am going to allow an election for chapter coordinator in this atmosphere and under the current premise of "adding some pizzazz." (I am currently conferring with my Board to confirm this.)

I am not teasing. I really don't mind being a stick in the mud on this. No election.

Forgive me for taking CHADD's work seriously.

It was not Wise because it had become (an) "Elections for [his] job" (his own words in the Subject line).  If they have a Conflict they must be "above Caesar's wife" if you put them in office.  And they must be told the rules and be expected to honor them: "above Caesar's wife".  I will tell you quite frankly and bluntly that in our stuttering self-help movement (going back to the 60's), it has long been well known and established that it is verboten to have speech therapists running our support groups.  Whether they stutter or not.  It's an outright Conflict.

"Wisely" this person quickly removed what he had said from the ncregion listserver.  And the listserver itself was then terminated.  Along with the announcement of my candidacy (but this was not Wise .. "oh, what a web we weave..").

To repeat, this is not Wisdom (or Health):

Mr. Mangers:

I am again responding to your email in my capacity as outside counsel to
CHADD, Inc. The CHADD Bylaws to which I believe you are referring are the
Bylaws of CHADD, Inc. These Bylaws govern the activity of CHADD as a
national not-for-profit organization, including the composition and terms
of office of the CHADD Board of Directors. The Bylaws do not, however,
govern the activities of CHADD's Chapters and other affiliates nationwide.

For well over a decade, CHADD Chapters and other affiliates have operated
under policies developed by CHADD's Board of Directors and disseminated
from time to time to CHADD Chapters and other affiliates. CHADD policy
relating to the operation of CHADD Chapters and other affiliates, including
the process for conducting elections and the composition and terms of
office of Chapter Boards of Directors, can be found in these documents.
Several years ago, CHADD employed Chapter Bylaws as a means of providing
guidance to Chapters and other affiliates. During a subsequent
reorganization, the Chapter Bylaws were replaced by more user-friendly
policy guidance as incorporated in the Coordinators Manual and related
documents.

As I noted in my email of 6/19/03, in response to a number of questions
from Chapters and Branches, CHADD developed and disseminated to all Chapter
and Branch Coordinators -- on June 19, 2003 -- a clarification of CHADD
policy that outlines the process for holding annual elections for CHADD
Chapter and Branch Board of Directors and Officer positions. This
clarification of policy supersedes all previously disseminated policy
guidance on this subject. My understanding is that you have received a
copy of this document, and all Chapter and Branch elections are expected to
comply with the policy guidance.

With respect to your Conflict of Interest forms submitted by individual
CHADD Chapter and Branch leaders, such forms often contain financial and
other personal information that CHADD is not in a position to share with
the CHADD membership or the public. CHADD takes seriously any allegation
regarding conflicts of interest, and has a history of intervening --
including in several instances in California in past years -- when a
conflict of interest compromises the integrity of a CHADD Chapter or other
affiliate.

CHADD, like every other not-for-profit organization, has the legal
authority to amend its Bylaws. CHADD, again like all not-for-profit
organizations, similarly has the legal authority to modify its policies --
at any time, and for any reason -- governing affiliate operations. Over
the more than fifteen years since CHADD has been in existence, changes in
affiliate operations have been made dozens of times in response to the
shifting needs of CHADD's membership, the requirements of Federal and state
law, and the mission of CHADD. CHADD has not "ignored" its Bylaws. The
CHADD Bylaws govern the activity of CHADD as a national, not-for-profit
organization. The activities of CHADD's Chapters and other affiliates are
governed by CHADD policy as determined by the CHADD Board of Directors.

Let me again make clear: the policy clarification memorandum issued on
June 19, 2003 by CHADD to all CHADD Chapter and Branch Coordinators is the
policy guidance that governs the conduct of the CHADD Chapter and Branch
elections of all of CHADD's affiliates around the country.
